Parliamentary History from A-Z: A for Applause

A short article on the BBC website, written after SNP members burst into applause when their leader in the Commons, Angus Robertson, spoke on 27 May 2015, pointed out that while clapping is not regarded as proper in the House of Commons, there have been a number of occasions on which it has happened.  It cited Tony Blair’s last speech in the House of Commons on 27 June 2007, and the speech by Charles Walker on the debate on the conduct of the Speaker on 26 March 2015. Since then, there have been more: a tribute to Jo Cox on 20 June 2016; and David Cameron’s last Prime Minister’s Question Time on Wednesday 13 July 2016. There have been other, earlier, incidents: Robin Cook’s resignation statement on 18 March 2003 was strongly applauded in some quarters of the House, with some Members trying to convert it into a standing ovation. It’s tempting to argue that this tendency to ignore old conventions, and burst into applause, is new – the product perhaps of a society more apt to wear its emotions on its sleeve. It’s notable that the Modernisation Committee of the Commons considered the question of applause in 1998 in response, as it said, to some new Members, who, they said, found it ‘incomprehensible’ that applause was not allowed.

Here Ben Worthy, viewing the session from outside, considers how she performed. The Good Parliament: it is about more than breastfeeding and trans-toilets

Lots of people have to plenty to say about what is wrong with the UK parliament. Many do so at some distance from the Palace of Westminster. The Good Parliament report, launched on 20 July, is the culmination of a year working intimately with members and with House officials: its 43 recommendations are guided by this experience and expertise and offer a ‘menu of reforms’ that when implemented would meet the Inter-Parliamentary Union’s gender sensitive parliament status. Indeed, the report goes beyond this approach in developing and setting out proposals to deliver a diversity sensitive parliament.

Essay competition 2016 – result

This spring, the Parliaments and Legislatures SG held the first essay competition open to all undergraduate students. This essay competition was open, where students were asked to write about a parliament, legislature, or a specific matter concerning legislative studies.

The members of the judging panel were Michael Rush (Exeter), Lynn Gardner (House of Commons) and Richard Whitaker (Leicester). They judged the essays on four criteria (originality, rigour, strength of analysis and quality of presentation/style). The essays were anonymised and so the panel did not know which university each essay represented.

We are very pleased to announce that the winning essay was by UCL University student Sam Holcroft (nominated by Meg Russell), for the essay on “How much control should political parties have over their members in parliament? And how much do they have in practice?”. Sam will receive a prize of £150. You can read his essay here.

The runner-up was Matthew Robinson (Surrey University, nominated by Louise Thompson) for an essay on “Does the Liaison Committee scrutinise the Prime Minister more effectively than MPs at Prime Minister’s Question Time?”. You can read his essay here.

Thank you to all that took part in the competition. We very much hope to continue the competition in future years to help promote our knowledge of parliaments and legislatures and encourage people to learn more about them.

How Twitter conversations highlight the different purposes of petitioning

Hashtag conversations over Twitter are common place. They are used to comment on TV programmes, conferences, general themes and now petitions. The new Petitions Committee of the House of Commons has been using hashtags to support the development of discussions associated with the themes of the petitions being debated in parliament. Are these discussions on Twitter just a lot of hot air, come and gone, or can they help us understand the different purposes of petitioning? In this blog piece, we find that, instead of just noise, these Twitter discussions help to identify themes linked to petitions, different levels of sentiment associated to petitions, varying levels of polarisation, but also those petitions that despite achieving very high numbers of signatures, actually have little traction.

Mary Creagh has become the new chair of the Environmental Audit Committee: will she be a catalyst or a chieftain?

Congratulations to Mary Creagh, who has won a by-election for the chair of the Environmental Audit Committee (EAC). In addition to getting to grips with her new committee’s portfolio, Mary Creagh also faces a choice on the type of chair she wishes to be – with committee-orientated catalysts at one of the spectrum of chairs, and the leadership-orientated chieftains at the other. The choice that the newly elected chair will make will have an impact on scrutiny in the House of Commons in a range of ways. In this piece, I want to explore what it means to be a catalyst and a chieftain by drawing on interviews and observations for my doctoral research, and how this might affect Mary Creagh’s leadership of the EAC.

We considered the roles of contested values alongside evidence in influencing the quality of parliamentary scrutiny as well as legislative and policy outcomes. We have recently published a project report and this blog piece summarises our key preliminary findings.
